Increase the maximum values in the chat line option

The original number of chat lines Alleg had was very limiting. CortUI is awesome in that it allows up to 10 chat lines (global).

To the benefit of those playing Alleg with higher resolutions, it would be nice if the chat line option allowed more than 10 lines (global) and 6 lines (hangar). My limited understanding is that this number couldn't be something ridiculous like 30 lines, but a maximum of 15 (global) is certainly reasonable.
